Breaking the Silence, Seeking Justice in Intimate Partner Violence in the Philippines: A Review on the Implementation of Republic Act 9262

This report assesses the implementation of Republic Act 9262, or the Anti-Violence against Women and Their Children Act of 2004, a law in the Philippines which defines violence against women by their intimate partners as a public crime. From 2006 to 2008, interviews and focus group discussions involving 54 respondents, including eight women survivors, were conducted throughout the country.  The study concludes that, while the act is powerful and broad in scope, its implementation is faulty. Gaps in the legal system and the inability of national agencies and local government units to provide resources inhibit women and their children from accessing full protection. The report thus recommends standard monitoring and documentation, transparent allocation of funds, and awareness intensification.
